The dissertation is split into two files with unimaginative names. They are in Adobe Acrobat format. If you don't have the Acrobat Reader, you can get it for free from here. You won't be able to read the dissertation on your screen because the reader interprets the text fonts as graphics and the results are illegible, but you can print from within the Acrobat Reader with excellent results. The original was printed at 1200 dpi, but even a 300 dpi printer will produce a good quality copy, certainly much better than the things sold by University Microfilms. The whole dissertation is about 300 pages long.
